UK Sport has made the following announcement on 25th February 2009

UNIQUE NEW FUNDRAISING PARTNERSHIP FOR ELITE SPORT AS LOCOG, UK SPORT, BOA AND BPA JOIN FORCES

New sponsorship programme pools rights to help drive quest for medal success in 2012 and beyond

The raising of private-sector funds to support Olympic and Paralympic sport took a major step forward today with the announcement of a groundbreaking new partnership – Team 2012.  All the major organizations involved in supporting British elite sport have joined forces to pool their collective rights and align their fundraising ambitions through to London 2012 and beyond.

The new partnership is between the London Organising Committee of the Olympic Games and Paralympic Games, the British Olympic Association, British Paralympic Association and UK Sport. 

It offers sponsors access to a unique package of rights that brings together branding, access and events surrounding the Olympic Games and Paralympic Games with the opportunity to engage over the intervening years with athletes and sports on UK Sport’s World Class Performance Programme.

The concept was presented for the first time to official London 2012 worldwide partners and domestic sponsors today by Andy Burnham, Secretary for State for Culture Media and Sport. It was his challenge in December last year to all parties to develop a strong commercial proposition that would generate a third stream of private income, to sit alongside substantial exchequer and National Lottery funding, that has led to Team 2012 being formed.  

The programme will be offered as a unique sport activation scheme to London 2012’s sponsors. It will also involve other potential fundraising schemes, including a Small & Medium Enterprise programme and an opportunity for individual patrons to support Britain’s elite athletes. 

Money raised will be targeted primarily at UK Sport’s World Class Performance Programme, which currently supports elite athletes in 24 summer Olympic and 20 Paralympic sports, but there will also be money for an initial trial of the BOA’s elite  Olympic coaching programme.  

The aim is to provide a long-term legacy of private funding for elite sport in a co-ordinated fashion for all of the major organizations, with BOA/BPA leading on fundraising and UK Sport responsible for the strategic distribution of funds.

John Steele, Chief Executive of UK Sport, said:  “For UK Sport this represents an ideal long term solution.  It actively builds on and supersedes the significant work we have done already with Medal Hopes, providing us with an enhanced route to deliver those ambitions within the Olympic family.  It creates a clear commercial landscape with a long term legacy of fundraising.

“And it allows us to concentrate on our core role and what we believe we are here to deliver:  world class success of our athletes through targeted investment in the World Class Performance Programme.”

Paul Deighton, Chief Executive of London 2012, said:  “We have always believed that delivering a memorable Olympic and Paralympic Games in 2012 will need strong British performances.  LOCOG is committed to helping UK Sport, BOA and BPA maximize private sector funding for elite sport in this country and have been happy to lend our expertise in raising domestic sponsorship to this project.  The announcement offers a unique opportunity for London 2012 partners to contribute to the development of our athletes in their quest to reach their potential in 2012 and beyond.”

Andy Hunt, Chief Executive of the BOA, said:  “We welcome this exciting initiative as it is about elite British sport partnering with the private sector to make sure that Team GB is as well prepared as possible for London 2012 and beyond. Through Team 2012, the BOA and our partners aim to raise as much funding as possible for all Olympic sports and ensure the success of Team GB.”

Phil Lane, Chief Executive of the BPA – the organization that leads Paralympic sport in the UK - said:  “There is an attractive cohesion to this strategy which offers us the opportunity to work strongly with commercial and other partners to provide new and exciting opportunities for Paralympic sport in this country”.

National Technical Officers for the Olympic Games 2012 Print E-mail

You may have seen the notice of the appointment of Discipline Managers for OG2012 and a brief statement of their role and responsibilities, an early one of which is the “Identification and Training” of potential National Technical Officials, (NTO’s), to help with the delivery of the shooting events.  Their tasks include selection and appointment of Range-Officers and Referees for the various disciplines, plus officials for Equipment Control, Classification, and other necessary supporting duties.  The official Juries and Technical Delegate will be appointed by the ISSF.  Individuals wishing to be appointed as an NTO will need to be the holder of a ‘British Shooting’ or equivalent National judges licence as a minimum qualification.  Active holders of ISSF ‘A’ or ‘B’ licences are naturally invited to apply.  Please note that if you do not yet hold such a licence it is still possible to qualify for one, as courses can be arranged in the UK provided that there is sufficient justification.  Details of such courses, and how to apply, can be viewed on the NSRA website.  Applicants must be aware that appointment will be conditional on a promise of commitment not only to the Olympic Games themselves, but also to the following Paralympics and the preceding World Cup test event in April 2012, plus the appropriate training and selection processes.  Therefore, those who feel unable to make this promise, either because of personal or occupational commitments, will place themselves at a disadvantage for eventual selection. 
 
Applications are therefore invited for consideration for appointment as an NTO, either by letter or email, (not just by telephone please-if known), stating their discipline preference, present or intended judging qualifications, and a ‘CV’ of their current and former activities and experience in connection with organising or officiating at National and Open shooting competitions in the UK or Internationally. Suitably qualified applicants will be invited to attend a meeting later this year* to be assessed according to their choice, aptitude, suitability and proven previous commitment.  There will be a further opportunity to attend a similar assessment at a later date, dependent on the number of applications received.  Potential NTO’s will be expected to attend further selection and training-refresher sessions through 2009-2011, as well as officiating at ISSF-rules Championships in the UK and including, where possible, placings at International events in order to gain practice and experience, particularly in the events that are not possible to host in the UK.  This procedure will enable a ‘short-list’ to be compiled by end of 2010, from which final selection of NTO’s will be made by mid-2011.  It is recommended that, if not already done, all active officials should maintain a ‘log-book’ of official duties performed, so as to be able to evidence their activities when applying for the grant or renewal of their judges licences. (One that includes EC-stickers or official stamps from the various events is ideal).
 
Although efforts will be made to get financial support for some necessary overseas training, those wishing to be involved in this process should anticipate having to meet all of their own costs ‘in Country’ in the interim, as any such grants will be a bonus.  Naturally at the test event and at Games' times, official clothing, feeding and accommodation will be supplied. 
Please send in your application expeditiously, and by the 30th April if you wish to attend the first assessment meeting, to enable the requisite arrangements to be made.  Questions concerning the venue proposals, accommodation, uniforms, feeding, dates, etc. cannot be answered at this time, but further information will be announced and published as and when these become known.
 
* No dates have been set as yet, but this will most likely be at the Lord Roberts Centre, Bisley, June or July this year.

Following a recent meeting of the Steering Group of the four Promoters, the Group is pleased to announce that it has been granted £750,000 by Sport England for the period 2009-2013 for the development of a Whole Sport Plan at ‘grass roots’ level in England. The Grant will be receivable in stages from April 2009 and will be managed by a company owned jointly by the CPSA, NRA and NSRA. This is regarded as a major breakthrough for Target Shooting Sports.

As a consequence of the enormous amount of work involved in the Whole Sport Plan, the project for developing proposals for the future merger of the National Governing Bodies has been delayed and a period will now follow while detailed work is resumed by the various working groups.  These will be dealing with such matters as future management and organisation structure, a common communication approach, finance and membership. Special attention will be given to ensuring fairness of access to resources and future freedom of action of the various target shooting disciplines.

In addition to promoting this long term work the Steering Group also considered proposals for the jointly owned company to carry out a range of activities on behalf of the three Governing Bodies where this can achieve demonstrable short term benefits.

The second Key Stakeholders Forum is now planned for later in the year.

Performance Director - Statement from British Shooting Print E-mail

British Shooting called an Extraordinary meeting yesterday to discuss the future of their World Class Performance Program following the drastic cut (78%) made to their 2009/2013 funding agreement by UK Sport.  As a result, the Board have decided that the post of Performance Director is to be made redundant.  There are two major casualties in the making of this decision; one is the athletes themselves and the other is John Leighton-Dyson who has headed up the WCPP for the last eight years.

This was no surprise to Leighton-Dyson as during his presentation to the Board earlier in the day, he highlighted that the figures in his budget for the four year period going forward, showed all to clearly that the funds available will simply not stretch to the employment of a PD.  His concern is for a number of athletes, which due to the necessary reduction in numbers needed, will now no longer be part of the program.

On behalf of everyone who has been involved in the program over the past eight years, the Board would like publicly to extend to John our sincere thanks for his dedication, contribution and unstinting efforts during the time he has worked for British Shooting.  John has agreed to continue to work with British Shooting until the 31st March when his funded position ceases.

“It sounds illogical to those not involved in a program such as this but the funding UK Sport have offered shooting is not enough to allow us to put together a meaningful World Class Performance Program.  We believe that the PD role is a very necessary part of our program and in the run up to 2012, Shooting has never faced such an uncertain future” stated Chairman Phil Boakes.
